Interior Minister Urges International Community to Hold UAE Accountable for Sponsoring Terrorist Militia, Support Sudan’s Humanitarian Efforts
Minister of Interior, Lt. Gen. (Police) Babiker Samra Mustafa, addressed the high-level session of the 76th Executive Committee meeting of the United Nations High Commissioner for Refugees (UNHCR), affirming Sudan’s steadfast commitment to the principles of humanitarian protection and appreciation for the UNHCR’s efforts amid unprecedented financial challenges it faces.
The Minister explained that Sudan’s refugee policy is based on an “open-door” approach rooted in the values of the Sudanese people, noting that the country has hosted over 1.5 million refugees for decades. He stressed the need for the international community to equitably share the burdens and responsibilities.
Lieutenant General Babiker Samra stated that the war launched by the terrorist Rapid Support Forces (RSF) militia and its backers since April 2023 has displaced more than 10 million people internally and forced 3 million others to flee to neighboring countries. He pointed out the crimes committed, amounting to genocide, sexual violence, and the use of starvation as a weapon of wa, particularly in El-Fashir, Kadugli, Dilling, and Babnousa. He noted that over two million people have voluntarily returned to their original states following the government’s restoration of control over most areas, calling for increased development assistance to support reconstruction and sustain return.
The Minister also warned against the impact of unilateral sanctions and restrictive measures that hinder Sudan’s humanitarian and developmental response, urging their immediate review due to the additional suffering they cause to refugees and displaced persons (IDPs). He reaffirmed the government’s commitment to facilitating humanitarian aid through border crossings despite security challenges. Lieutenant General Babiker Samra called on the international community to explicitly identify the sponsors of the terrorist Janjaweed militia—foremost among them the United Arab Emirates—and to classify the rebel militia as a terrorist organization, while enhancing humanitarian and development support to Sudan. He concluded by reaffirming Sudan’s adherence to international humanitarian law and international human rights law and its readiness to cooperate with UNHCR and its partners to achieve peace and stability in the country.
