In Response to the Statement Issued by the Republic of Kenya on 29 April 2025
The Ministry of Foreign Affairs of the Republic of Sudan has taken note of the statement issued by the Ministry of Foreign and Diaspora Affairs of the Republic of Kenya regarding the crisis in Sudan. While Sudan values the principle of regional solidarity and constructive engagement, it is compelled to respond to several mischaracterizations and misleading implications contained therein.
The statement used the term “Sudanese Armed Forces Administration” in lieu of the Government of Sudan. This must be read in light of an earlier statement by Kenya’s Prime Cabinet Secretary and Ministry of Foreign and Diaspora Affairs, on 23 February 2025, in which he commended “signing of a peace agreement and formation of a unity government by Sudanese political parties, civil society and military groups,” in reference to the so-called “political charter” signed by the genocidal Janjaweed RSF and its affiliates a day earlier in Nairobi under the supervision of the Kenyan Government. The Peace and Security Council of the African Union expressed its outright condemnation of this move on 11 March 2025. For its part, the UN Security Council, on 25 February 2025, voiced “grave concern” over the signing of the same charter, as did several members of the international community, including the US, EU, UK, and the League of Arab States, to name a few. Instead of heeding this international consensus and adhering to its obligations under international law, the Kenyan Government persists in acting as a rogue government that disrespects the sovereignty of other countries, grossly interferes in their domestic affairs, and embraces terrorist and genocidal paramilitaries. Using language aimed at casting doubt on the legitimacy of the Government of Sudan while effectively promoting a parallel government led by the genocidal RSF evidences the level of the Kenyan Government’s complicity in partitioning Sudan through acts of genocide, ethnic cleansing, and grave atrocities by the Kenyan-backed militia.
Thanks to the continuous military and political support from its sponsors and backers, including Kenya, the Janjaweed RSF has escalated its campaign of genocide and terror against civilians throughout Sudan, especially the African communities of Darfur, as manifested in the latest carnages in Zamzam and Abu Shouk displacement camps around El-Fasher.
The Government of Sudan reaffirms its commitment to a peaceful resolution of the crisis and has consistently engaged with the African Union and other international partners in good faith. However, Sudan cannot remain silent when a fellow IGAD and AU member state hosts events organized by the janjaweed RSF militia to further its genocidal agenda.
The claim that Kenya’s involvement is impartial or purely humanitarian cannot withstand scrutiny, particularly in light of its repeated disregard for African frameworks and the sovereignty of Sudan. True mediation requires neutrality, transparency, and respect for established institutions—principles that Kenya has consistently failed to uphold.
Sudan urges the Government of Kenya to reconsider its approach and to act in alignment with the UN and AU Charters, which commit member states to non-interference, rather than pursue unilateral initiatives that threaten to divide the region. We also call upon all international and regional actors to reject any attempts at legitimizing rebellion or delegitimizing a sovereign government under the guise of mediation.
The Ministry of Foreign Affairs reiterates Sudan’s unwavering commitment to restoring peace, protecting its citizens, upholding the integrity of its state institutions, and preparing the country for long-lasting democratic transformation. Sudan will continue to engage with genuine partners who support a Sudanese-led, African-owned peace process that respects the sovereignty and unity of the country.
